This 2-part community dialogue begins with a conversation with Deputy Regional Crown Counsel Joel Gold and Gillian Lindquist, Executive Director of Restorative Justice Victoria, about BC Prosecution Service’s new policy changes and restorative justice, and the process of developing a Memorandum of Understanding (MOU) with the Attorney General. The second community dialogue offers an opportunity for the restorative justice community of practitioners and programs to connect, identify areas for growth in working with Crown, and share ideas.

Joel Gold, Deputy Regional Crown Counsel, Vancouver South Island

Joel Gold was born to immigrant parents in the north end of Winnipeg on a frigid day in February the same year the Beatles came to North America. Fast-forward 50 (some) years, he works in Victoria as Deputy Regional Crown (DRCC) for the South Island where he arrived in 2018. Joel received his LLB from the U of T in 1989 after taking a BA in political science and psychology at Carleton University in Ottawa. He headed west to practice criminal law in Vancouver, after marrying his spectacular spouse, Nuala, with whom he articled with at Bull Houser and Tupper. In 2000 Joel joined the Crown in Kamloops where he prosecuted all manner of criminal cases, including homicides, dangerous offenders, and environmental cases. In the summer of 2016 Joel took on the duties of DRCC for the Thompson sub-region of the interior, before heading back to coast to take up his current post.  Joel has a keen interest in restorative justice and alternative resolutions to criminal prosecution generally. He enjoys cycling and spending time at and on the waters in the paradise that is the southern Island.

Gillian Lindquist, Executive Director, Restorative Justice Victoria

Gillian Lindquist has worked in the areas of conflict management and restorative justice since 2004. She holds certificates in both, as well as a BA in Justice Studies. Throughout her career, she has worked with a variety of community-based agencies. She’s been the Executive Director of Restorative Justice Victoria since 2009, which receives referrals from schools, police, Crown, judges, probation, and members of the public, and deals with minor to serious offences involving youth and adult victims and offenders. Gillian brings many years of experience doing innovative, research-informed, highly individualized restorative justice practice in the community. This includes managing over 800 cases, training practitioners, grant-writing and other forms of fundraising, and liaising with stakeholders. Gillian’s devotion to excellence in the delivery of restorative justice and commitment to building community and professional capacity helped earn her the 2013 national Ron Wiebe Restorative Justice Award.
